Anyone can testify on a Maryland bill, in person, on Zoom, or in writing. The catch is timing: sign-up is usually open for one 10-hour window two business days before the hearing. CivicKnow tracks that window for you.
Step by step
- 1Create a MyMGA account (once).Go to the MGA registration page and use the same first and last name you will testify under. Use Chrome, Edge, or Safari; other browsers can drop you out of the system. Video walkthrough.
- 2Write your testimony as a PDF.Put the bill number, your name or organization, and your position (Favorable, Unfavorable, Favorable with Amendments, or Information Only) at the top of page one. Name the file like
HB0001_YourName_FAV.pdf. The drafter on this page writes a first version for you. - 3Sign up during the window.When it opens, go to Witness Signup in MyMGA, find the bill, pick your position, choose oral (in person or virtual), written, or both, and upload the PDF. You cannot switch between in-person and virtual after the window closes. Video walkthrough.
- 4Hearing day.Most committees give each witness two minutes; a timer runs. Say your name, who you represent, your position, and two or three concrete points. Bring nothing to hand out; members read your PDF on their laptops. Virtual witnesses get a Zoom link by email the business day before and must use the exact name they signed up with.
- 5Missed the window?Late oral sign-up is never accepted. Several committees accept late written testimony by email to the committee address until the hearing starts; check the committee page.
MGA does not offer account linking, so CivicKnow cannot sign you up automatically. It gets you to the right page at the right time with your testimony ready.
