Requiring a public institution of higher education to allow a student with an unpaid balance on a student account of $1,000 or less to request and receive a transcript; and requiring a public institution of higher education to allow a student with an unpaid balance on a student account that is greater than $1,000 to request and receive a transcript if the student enters into an installment agreement within 90 days of making the transcript request.
