Allowing, for taxable years beginning after December 31, 2022, but before January 1, 2028, a credit against the State income tax for certain qualified taxpayers if the taxpayers, members of the taxpayers' households, and entities controlled by the taxpayers or the taxpayers' dependents do not own or lease, for at least 6 months of the taxable year, a motor vehicle required to be registered with a state; requiring the Comptroller to submit a certain report to certain committees of the General Assembly by July 1, 2026; etc.
