Authorizing a certain person to petition for a peace order or protective order against another person whom the petitioner alleges has engaged in coercive and controlling behavior toward the petitioner; and defining 'coercive control' as repeated or continuous behavior toward an adult that is controlling, has a serious effect on the other person, and the individual who engages in the behavior knows or should reasonably know it will have a serious effect on the other individual.
